Bi-Partisanship or a White Flag?

In watching this video, while the President talks about 'bi-partisanship,' one cannot help but wonder if the tone is not one of surrender...

No. Probably not.

It's just the President positioning the media so he can accuse his opponents of being narrow-minded and dogmatic...and partisan.
